TITLE
Recommendation to authorize City Manager to amend Contract
No. 30987 with Azteca Landscape, Inc., of Ontario, CA (MBE and WBE), and Contract No. 31001 with Mariposa Horticultural Enterprises, of Irwindale, CA (MBE), extending the contracts for landscaping and maintenance services to May 31, 2013 and adding funds in a combined amount not to exceed $595,186. (Citywide)

DISCUSSION
The contracts with Azteca Landscape, Inc., and Mariposa Horticultural Enterprises are used by the Department of Parks, Recreation and Marine for providing Citywide grounds and landscape maintenance services for upland parks and street medians. Following the establishment of the landscaping contracts, a significant number of new sites were added to the landscaping and maintenance services that were not initially covered by these contracts (attached). The current contractual authority for landscaping services is not sufficient to continue funding these additional sites, thus, the proposed amendments are requested.

The current contracts will expire on March 31, 2013. New bid specifications were developed to accommodate the additional sites that have come on-line throughout the course of the contract period. As the initial bid specifications were developed, further analysis determined that the need for alternate pricing was necessary, which could yield further costs savings. This required additional time to develop and revise the bid documents. This additional time has delayed the release of the bid for landscape services. The bid is scheduled to be released this month, and we anticipate the bids will be received in April 2013. To ensure that there is no interruption of services prior to the award of a new contract, it is requested that the current contracts be extended until May 31, 2013.

This matter was reviewed by Deputy City Attorney Amy R. Webber on February 19, 2013 and Budget Management Officer Victoria Bell on February 26, 2013.
