Recommendation to authorize City Manager to execute a contract and all necessary amendments, including term extensions, with the Marine Exchange of Los Angeles-Long Beach Harbors to receive and expend additional Department of Homeland Security grant funding for the 2011 Port Security Grant Program grant, in an amount not to exceed $1,119,738 for a period ending August 31, 2014; and increase appropriations in the General Grants Fund (SR 120) in the Police Department (PD) by $1,119,738. DISCUSSION
In September 2011, the Department of Homeland Security (DHS) approved the Long Beach Police Department 2011 Port Security Grant Program (PSGP) grant proposals for $4,420,262. The Area Maritime Security Committee, under the leadership of the U.S. Coast Guard Sector Los Angeles/Long Beach, selected the projects. The grant was accepted by the City Council during the July 24, 2012 Council meeting (Agenda Item R-32), and appropriations in the General Grants Fund (SR 120) and in the Police Department (PD) were increased by the $4,420,262. Since that date, $1,119,738 of additional funds have become available to the PD due to other agencies surrendering portions of their Port Security Grant Program 2011 awards, bringing the total award to the PD to $5,540,000.
The grant priorities focus on infrastructure protection and reflect the DHS overall investment strategy, in which two priorities have been paramount: risk-based funding and regional security cooperation. These additional PSGP funds support increased port-wide risk management; enhanced domain awareness; training and exercises; and further capabilities to prevent, detect, respond to and recover from attacks involving improvised explosive devices (IED) and other non-conventional weapons.
