DISCUSSION
City Council approval is being requested to enter into annual contracts with Metalclad Insulation Corp., Universal Abatement Services, Vizion’s West, Inc., and Watson Painting Corporation for providing lead-based paint removal and mitigation services to ensure U.S. Department of Housing and Urban Development (HUD) compliance for the City’s Department of Health and Human Services (HHS). HHS has received cost-reimbursement grants from HUD’s Office of Lead Hazard Control and Healthy Homes, which will provide total funding for the removal and control of lead-based paint within affordable housing occupied by low-income residents. The grants also include support for tenant relocation, lab analysis, health education and risk assessment.

The bid was advertised in the Press-Telegram on November 29, 2012, and 232 potential bidders specializing in lead abatement were notified of the bid opportunity. Of those bidders, 27 downloaded the bid via our electronic bid system. The bid document was made available from the Purchasing Division, located on the seventh floor of City Hall, and the Division’s website at www.longbeach.gov/purchasing .
