DISCUSSION
The Health Department has been approached by the University of California San Diego (UCSD) to participate in the California HIV/AIDS Research Program. This program is a multi-site research project to assess the effectiveness of linking newly diagnosed, HIV-infected persons to treatment and counseling services to reduce further transmission of HIV disease. The sites invited to participate include the Los Angeles County-USC Medical Center, Harbor-UCLA Medical Center, the Long Beach Department of Health and Human Services (Health Department), the University of California San Diego and the San Diego County Health Department.

If accepted, the Health Department will receive $206,700 from the University of California, San Diego, for the period of April 1, 2012 through March 31, 2013 to provide HIV counseling and testing services to those individuals at risk for HIV and link eligible individuals to disease prevention services and treatment. It is anticipated that this funding will continue through 2016, in the amount of $206,700 annually.

TIMING CONSIDERATIONS
Due to the short time frame of this contract, City Council action on this matter is requested on November 13, 2012.
