TITLE
Recommendation to authorize City Manager to execute all necessary documents to receive and expend funding from the LBPD Solving Cold Cases with DNA 12 grant cooperative agreement; and increase appropriations in the General Grants Fund (SR) in the Police Department (PD) by $157,922.  (Citywide)
 
DISCUSSION
The Long Beach Police Department was recently awarded funding in the form of a cooperative agreement from the U. S. Department of Justice, Office of Justice Programs, National Institute of Justice, for the LBPD Solving Cold Cases with DNA 12 project in the amount of $157,922. The project will be managed as a grant, and funds will be used for laboratory analysis of DNA samples and overtime to review unsolved cold case evidence.  The project period is October 1, 2012 through March 31, 2014.
 
This matter was reviewed by Deputy City Attorney Gary Anderson on October 15, 2012 and Budget Management Officer Victoria Bell on October 17, 2012.
 
TIMING CONSIDERATIONS
City Council action on this matter is requested on November 13, 2012, to expedite use of the grant funds.
 
FISCAL IMPACT
As the Solving Cold Cases with DNA 12 grant is currently unbudgeted, an appropriation increase in the General Grants Fund (SR 12) in the Police Department (PD) in the amount of $157,922 is included in the recommendation. Grant revenues will offset expense, and the grant does not require matching funds. There is no impact to the General Fund and no local job impact associated with the recommended action.
