TITLE
Recommendation to determine that the granting of Facility/Pipeline Permit No. P-243-12 to Crimson Pipeline, LP, will not be contrary to the public interest; and authorize City Manager to issue said permit in accordance with Section 15.44.060 of the Long Beach Municipal Code. (District 7)

DISCUSSION
Crimson Pipeline, LP, has filed an application for Facility/Pipeline Permit No. P-243-12 to install a new valve vault and route approximately 20 feet of new pipeline from two nearby existing pipelines to the new vault. Crimson states that this installation will enhance business opportunities around the sale of crude oil products. The location of the new vault and pipelines will be on the south side of 28th Street at Delta Avenue. The pipeline’s location is shown on the attached aerial and site maps.

The Department of Public Works has reviewed the application and found the proposed installation to be compatible with existing installations and not an obstacle to any street use or any known proposed developments. The recompaction and resurfacing of the street trenching will be consistent with City standards. Traffic control requirements stipulated by the Traffic Engineering Division will be made a part of the special conditions for the excavation permit. The required liability insurance for this permit has been approved and is on file. The required bonding for this permit will be processed for approval after City Council approval.

In conformance with the California Environmental Quality Act, a statutory exemption for this installation has been processed with the Los Angeles County Clerk.

This matter was reviewed by Deputy City Attorney Linda Trang on October 2, 2012 and by Budget Management Officer Victoria Bell on October 4, 2012.
