TITLE
Recommendation to adopt resolution authorizing City Manager to execute a contract with Rotorcraft Support, Inc., of Van Nuys, CA (not an MBE, WBE, SBE or Local), for helicopter repair and maintenance services, in an amount not to exceed $160,000. (Citywide)

DISCUSSION
City Council approval is requested to authorize the City Manager to execute a contract with Rotorcraft Support, Inc., to accommodate federally-required maintenance services to the City’s two Eurocopter AS 350 B2 Police helicopters.

The Department of Public Works, Fleet Service Bureau (FSB), provides and oversees the maintenance on the two AS 350 B2 helicopters operated by the Long Beach Police Department (LBPD). The helicopters are mandated to follow a maintenance schedule required by the Federal Aviation Administration (FAA), as well as the manufacturer guidelines. The two units, N29LB and N28LB, require a 600-hour inspection, which entails a significant amount of work including, but not limited to, a main rotor gear overhaul and tail rotor gear overhaul. The combined estimated cost for these parts and services is $160,000.

The City Charter Section 1801 requires that contracts for City purchases be awarded to the lowest responsible bidder after a competitive bid process, but allows for awards without a competitive bid process if accompanied by a Resolution adopted by the City Council.

The currently contracted provider, Rotocraft Support, Inc., is the only provider for Eurocopter parts and services, and provides “as-needed services” to the City. Therefore, no useful purpose would be served by advertising for bids and to do so would constitute a useless and idle act, as well as an unnecessary expenditure of public funds.
This matter was reviewed by Deputy City Attorney Amy R. Webber on October 3, 2012 and Budget Manager Dennis Strachota on October 8, 2012.
