TITLE
Recommendation to authorize City Manager to amend Contract No. 30987 with Azteca Landscape, Inc., of Ontario, CA (MBE and WBE), and Contract No. 31001 with Mariposa Horticultural Enterprises, of Irwindale, CA (MBE), extending the contracts for landscaping and maintenance services, to March 31, 2013 and adding funds in a combined amount not to exceed $1,009,052. (Citywide)

DISCUSSION
The contracts with Azteca Landscape, Inc., and Mariposa Horticultural Enterprises are used by the Department of Parks, Recreation and Marine for providing Citywide grounds and landscape maintenance services for upland parks and street medians. Following the establishment of the landscaping contracts, a significant number of new sites have been added to the landscaping and maintenance services not initially covered by these contracts. The current contractual authority for landscaping services is not sufficient to continue funding these additional sites, thus, the proposed amendments are requested.

The current contracts will expire on January 1, 2013. New bid specifications are being developed to accommodate the additional sites that have come on-line throughout the course of the contract period; however, to ensure that there is no interruption of services prior to the award of a new contract, it is requested that the current contracts be extended until March 31, 2013. This matter was reviewed by Deputy City Attorney Amy R. Webber on October 1, 2012 and Budget Management Officer Victoria Bell on September 28, 2012.

TIMING CONSIDERATIONS
City Council action to amend Contract No. 30987 and Contract No. 31001 is requested on October 16, 2012 to ensure additional funds are added expeditiously and to maintain continuity of services.

FISCAL IMPACT
The combined not to exceed amount of $1,009,052 is budgeted in the General Fund (GP) in the Department of Parks, Recreation & Marine (PR). The continuation of these contracts will provide continued support to our local economy ...
