TITLE
Recommendation to authorize City Manager to execute a two-year contract and any amendments with Systems Research and Applications Corporation, in an amount not to exceed $325,000 for the services of an Intelligence Analyst assigned to the Police Department (PD). (Citywide)

DISCUSSION
City Council approval is requested to authorize the City Manager to execute a consulting contract with Systems Research and Applications Corporation (SRA). The contract will call for SRA to provide the services of an Intelligence Analyst to be assigned to the Department’s Office of Counter Terrorism. The duties of the Intelligence Analyst will include producing criminal and terrorism-related analysis, as well as intelligence gathering and information sharing with the Los Angeles Joint Regional Intelligence Center.

The UASI grant program provides financial assistance to address the unique multi-disciplinary planning, operations, equipment, training and exercise needs of high-threat, high-density urban areas. It also assists in building and sustaining capabilities to prevent, protect against, respond to, and recover from threats or acts of terrorism. The Department is able to procure this vital service through the UASI 10 and UASI 11 grant programs. Although the UASI 11 grant end date precedes the expiration of this contract, it is the intent of the PD to request additional funds for the continuation of this project through the UASI 12 grant. Should the additional funds be denied by FEMA, this contract can be terminated upon 15 days written notice by either party.

This matter was reviewed by Deputy City Attorney Gary Anderson on July 27, 2012 and Budget Management Officer Victoria Bell on July 30, 2012.

TIMING CONSIDERATIONS
