TITLE

DISCUSSION
Partners of Parks (POP), in partnership with the Department of Parks, Recreation and Marine (PRM), proposes to host an event on September 29, 2012 at El Dorado Nature Center (Nature Center), in order to promote the mission, programs, and projects offered through Partners of Parks. POP is a nonprofit, public benefit corporation supporting public parks, recreation and marine programs and facilities in the City of Long Beach (City). In addition to highlighting POP and its contributions to Long Beach recreational opportunities, the event will help attract potential donors for important City projects. PRM will provide limited staff at the event to answer questions regarding City projects. The event is by invitation only and will be held after the Nature Center has closed to the public for the day. POP is estimating that between 100 and 150 individuals will attend this event.

The Long Beach Municipal Code (Municipal Code) currently allows the use of alcohol only in certain facilities, such as Blair Field, Rancho Los Cerritos, Rancho Los Alamitos, and the City’s golf courses. The Municipal Code prohibits the use of alcohol in parks, with no exclusion for special events. Previously, a one-time waiver of the alcohol restriction for the event commemorating the 40th Anniversary of the El Dorado Nature Center was approved by the City Council on September 1, 2009. Additionally, the City Council authorized a temporary waiver for the restriction of alcohol at El Dorado East Regional Park, Area III, for the Oktoberfest event, which took place in October 2010.
