DISCUSSION
In February 2012, the Department of Homeland Security (DHS) approved the Long Beach Police 2011 Port Security Grant Program (PSGP) proposals for $4,420,262. The Area Maritime Security Committee, under the leadership of the U.S. Coast Guard Sector Los Angeles/Long Beach, selected the projects.

The grant priorities focus on infrastructure protection and reflect the DHS overall investment strategy, in which two priorities have been paramount: risk-based funding and regional security cooperation. These PSGP funds support increased port-wide risk management; enhanced domain awareness, training and exercises, and further capabilities to prevent, detect, respond to and recover from attacks involving improvised explosive devices (IED) and other non-conventional weapons.

Grant priorities include efforts aimed at improving port-wide partnerships, regional management of risk, business continuity and resumption of trade; prioritizing port-wide security strategies and actions that address surface, underwater, and land-based threats; improving risk-mitigation strategies; and efforts supporting prior and future PSGP security projects.

The Police Department approved projects include funding for training and exercises (including travel) regarding anti-terrorism and port security best practices; equipment maintenance for patrol vessels, dive compressors, vessel communication equipment and vessel trailers and tow vehicles; chemical, biological, radiological, nuclear and explosive...
