TITLE
Recommendation to request City Council to receive the certification of results concerning the sufficiency of an Initiative to Amend the Long Beach City Charter to change the dates of the Primary and General Municipal Elections; and request City Attorney to prepare the required resolutions for consolidation of the Initiative with the State General Election to be held on Tuesday, November 6, 2012.

DISCUSSION
On June 18, 2012, Mr. Chris Robson, submitted petitions to the City Clerk Department for signature verification to determine whether the initiative would qualify for as a Charter Amendment to be voted upon by registered voters in the City of long Beach.

California Elections Code Section 9255, et. seq., and City Charter Section 2000 govern amendments to the long Beach City Charter.

After a "prima facie" review of the petitions (as required by Elections Code Section 9113), the City Clerk Department determined that the petitions contained 44,995 signatures. Upon the completion of the review, the City Clerk Department is then required to conduct a signature check either by verification of all 44,995 signatures (Elections Code Section 9114), or a by random sampling of 1,351 signatures (Elections Code Section 9115).

For the petition to be deemed sufficient pursuant to Elections Code Section 9115, the random sample needed to yield, on a projected basis, 34,437 valid signatures of long registered voters.

Based on the authorized random sample, the petition has been projected signatures of 10 long Beach voters therefore, this result must be next meeting City Council (see Elections Code Section 9115 (f)).

As City Charter Section 2000 requires that the Initiative be placed upon the ballot for the November 6, 2012, State-wide General Election, adoption of the recommended action fulfills all mandated requirements.
