TITLE
Recommendation to authorize City Manager to execute all necessary documents to receive and expend grant funding from the Federal Bulletproof Vest Partnership Program grant; and increase appropriations in the General Grants Fund (SR 120) in the Police Department (PD) by $12,079.  (Citywide)

DISCUSSION
The Long Beach Police Department was recently awarded grant funding from the U.S. Department of Justice, Office of Justice Programs, Bureau of Justice Assistance, for the Bulletproof Vest Partnership Program (BVP 11) in the amount of $12,079. The grant monies will be used to offset fifty percent of the purchase cost of the approximately 341 National Institute of Justice approved bulletproof vests.

This item was reviewed by Deputy City Attorney Gary Anderson on May 29, 2012 and Budget Officer Victoria Bell on June 19, 2012.

TIMING CONSIDERATIONS
City Council action on this matter is requested on July 3, 2012, to expedite use of the grant funds.

FISCAL IMPACT
As the BVP 11 is currently unbudgeted, an appropriation increase in the General Grants Fund (SR 120) in the Police Department (PD) in the amount of $12,079 is included in the recommendation. The expense appropriation will be fully offset by grant revenues and the grants do not require matching funds. The grant funds will help defray the overall cost of the body armor vest purchases, which are budgeted in the General Fund (GP) for the Police Department (PD). There is no impact to jobs associated with this action.

SUGGESTED ACTION
Approve recommendation.
