TITLE
Recommendation to adopt Plans and Specifications No. R-6882 for the Construction of Improvements to the Runway 7L-25R Runway Safety Area (RSA); award the project to and authorize City Manager to execute a contract with Palp, Inc., dba Excel Paving, in an estimated amount of $1,314,340 plus a 25 percent contingency amount of $328,585, if necessary, and any necessary amendments thereto regarding term or scope of work.  (District 5)
 
DISCUSSION
The Runway Safety Area (RSA) is the surface surrounding the runway prepared or suitable for reducing the risk of damage to airplanes in the event of an undershoot, overshoot, or excursion from the runway.  Runway 7L-25R has perimeter roads at both ends within the RSA.  To help mitigate this potential hazard, the Federal Aviation Administration (FAA) has funded this RSA project, which will include the demolition and realignment of the perimeter road further away from the ends of the runway.  The work will also include associated infield grading, the relocation of the Fuel Consortium Gate/driveway outside the RSA, demolition of an unused driveway along Lakewood Boulevard., utility protection and modifications, and the installation of sidewalk, fencing, and landscaping.
 
City Council adoption of the plans and specifications and award of the contract are being recommended concurrently to expedite implementation of this project.  The project was advertised for bid May 5, 2012, and bids were opened June 6, 2012.  In addition to placing an advertisement for bids in the Long Beach Press Telegram, notice of the bid was posted on the City's website at www.PlanetBids.com/longbeach.  In a continuing effort to increase participation of local businesses and Small Business Enterprises (SBEs), Minority Business Enterprises (MBEs), Women Owned Businesses (WBEs), and Disadvantaged Business Enterprises (DBEs), bid documents were also sent to several trade publications and plan rooms catering to these groups within the construction industry.
 
For this bid, 479 firms registered on the website were notified via automatic e-mail notice.  Of the 479 firms, 66 are located in Long Beach.  Ten sets of bid documents were purchased by prospective bidders.  Six bids were received; one of which was from a local business.  There were no SBE, MBE, WBE or DBE registered firms that submitted bids.  Palp, Inc., dba Excel Paving, of Long Beach, California, is the lowest responsible bidder.
 
In accordance with the California Environmental Quality Act, Categorical Exemption No. CE-118-07 had been issued for the work.  In accordance with the National Environmental Protection Act, the project received a Categorical Exclusion pursuant to FAA Order 1050.1E on April 14, 2010.
 
This matter was reviewed by Deputy City Attorney Linda Trang on June 12, 2012, and Budget Management Officer Victoria Bell on June 18, 2012.
 
SUSTAINABILITY
 
The street will be paved with asphalt containing up to 15 percent recycled material.  In addition, all of the old asphalt material to be removed under this contract will be recycled into new asphalt or utilized as base material on other street projects.  Road base material used on the project will come from recycled concrete, rock, sand, and asphalt, and all concrete work will include recycled waste ash, diverting these materials from our landfills.
 
TIMING CONSIDERATIONS
City Council action on this matter is requested on July 3, 2012, in order to authorize commencement of this work as quickly as possible in order to meet the FAA requested completion date of September 21, 2012.  
 
FISCAL IMPACT
The contract award is for an estimated amount of $1,314,340.  A 25 percent contingency amount of $328,585 is being recommended due to the poor condition of the existing subgrade and numerous utility conflicts which could lead to unforeseen circumstances.  
 
This project is funded with Federal Aviation Administration Airport Improvement Program (AIP) Grant No. 3-06-0127-35, Passenger Facility Charges (PFC), and Airport Capital.  Sufficient AIP, PFC, and Airport Capital funds are currently budgeted in the Airport Fund (EF 320) to cover the project costs.  The project will create an estimated 20 full-time equivalent (FTE) jobs.
