TITLE

DISCUSSION
Since October 2005, the City Council has approved grant funds for the planning and implementation of the Long Beach-Wilmington Best Babies Collaborative Program (BBC) funded by the Los Angeles County Children and Families First Commission (First 5 L.A.).  With the Long Beach Department of Health and Human Services acting as lead agency, the Health Department oversees the implementation of the program by working with local service providers, community-based agencies and healthcare organizations to maintain a coordinated and comprehensive network of resources to promote and provide services to pregnant women and their families to achieve First 5 LA's goal: "Babies are born healthy."  The program targets high-risk women residing in the Long Beach zip codes of 90802, 90805, 90806, 90813, and the Wilmington zip code of 90744.  First 5 L.A. has subsequently awarded the City of Long Beach $394,168 to continue the program for another year (July 1, 2012 to June 30, 2013).
 
Since its inception seven years ago, the BBC Program has provided health education to over 26,070 women/teens; social support classes and education to over 5,271 women/teens; case management services to 786 women/teens; and over 3,307 home visits to case managed clients.  It has also provided outreach at 1,743 different events held throughout the City to over 19,981 high-risk women/teens, and over 231 people have attended and graduated from an 11-week Diabetes Education and Management course offered by the program.
 
The Health Department will continue to partner with local agencies to provide perinatal services in the targeted area.  A minimum of $79,115 of the grant funds will be used to sustain outreach, health education, medical and case-management subcontracts with the following collaborative community-based agencies that were selected based on their ability to serve special population groups.

TIMING CONSIDERATIONS
City Council action on this matter is requested on July 3, 2012, in order to continue the program without interruption.
 
FISCAL IMPACT
The City will receive an increase of grant revenues of $394,168 for the grant period of July 1, 2012 through June 30, 2013.  Sufficient appropriations are currently budgeted in the Health Fund (SR 130) in the Department of Health and Human Services (HE).  There is no impact to the General Fund, no City match, and no local job impact associated with the recommended action.
