TITLE
Recommendation to authorize City Manager, or designee, to execute an agreement, and any subsequent amendments, between the City of Long Beach and the Los Angeles County Children and Families First - Proposition 10 Commission in an amount not to exceed $394,168 for the period of July 1, 2012 through June 30, 2013 to continue the Long Beach-Wilmington Best Babies Collaborative Program, and execute service subcontracts and subsequent amendments with the listed agencies for outreach and health education. DISCUSSION
Since October 2005, the City Council has approved grant funds for the planning and implementation of the Long Beach-Wilmington Best Babies Collaborative Program (BBC) funded by the Los Angeles County Children and Families First Commission (First 5 L.A.). With the Long Beach Department of Health and Human Services acting as lead agency, the Health Department oversees the implementation of the program by working with local service providers, community-based agencies and healthcare organizations to maintain a coordinated and comprehensive network of resources to promote and provide services to pregnant women and their families to achieve First 5 LA’s goal: “Babies are born healthy.” The program targets high-risk women residing in the Long Beach zip codes of 90802, 90805, 90806, 90813, and the Wilmington zip code of 90744. First 5 L.A. has subsequently awarded the City of Long Beach $394,168 to continue the program for another year (July 1, 2012 to June 30, 2013).
Since its inception seven years ago, the BBC Program has provided health education to over 26,070 women/teens; social support classes and education to over 5,271 women/teens; case management services to 786 women/teens; and over 3,307 home visits to case managed clients.
