DISCUSSION
In 2006, California voters passed the Safe Drinking Water, Water Quality and Supply, Flood Control, River and Coastal Protection Bond Act of 2006, also known as Proposition 84. Subsequent enabling legislation authorized $368 million in Proposition 84 grant funding for the Statewide Park Development and Community Revitalization Program of 2008 (Park Development Program). On June 14, 2011, the City Council authorized the Department of Parks, Recreation and Marine (PRM) to apply for grants through the Park Development Program.

Recently, PRM was notified of the award of grant funding in the amount of $2,833,281 for the construction of a new park at 7th Street and Martin Luther King, Jr. Avenue, adjacent to the Armory Building (Armory Park); and $2,513,000 for the development of two new soccer fields and a parkway trail north of Drake Park in the Drake/Chavez Greenbelt, for a total amount of $5,346,281 in grant funding.

This matter was reviewed by Deputy City Attorney Gary J. Anderson on May 29, 2012, and Budget and Performance Management Bureau Manager Dennis Strachota on June 4, 2012.
