TITLE
Recommendation to authorize City Manager, or designee, to execute all necessary documents between the State of California Water Resources Control Board and the City of Long Beach to provide Beach Water Quality Monitoring and Public Notification from April 1, 2012 through October 31, 2012. (Citywide)

DISCUSSION
In accordance with AB 411, the State requires that all local health jurisdictions perform weekly bacterial testing of water near storm drains adjacent to public beaches having more than 50,000 annual visitors. This includes public notification of results via the City website and posting of warning signs at affected areas.

Two separate agencies, the California State Department of Public Health (CDPH) and the State Water Resources Control Board (State Water Board) provide funding for this activity.

For the off-season winter months (November through March) the City currently receives $25,000 yearly from the CDPH. This funding was approved by City Council on April 17, 2012.

For the initial summer period, (April 1 through October 31) the State Water Board has allocated $19,882 to the City for this program. The funding supports the same activity with continued testing, public notification of water quality sampling results to the City website, and posting warning signs at beaches when bacterial levels are above State standards.

This matter was reviewed by Deputy City Attorney Linda Trang on June 4, 2012 and by Budget Management Officer Victoria Bell on June 15, 2012.

TIMING CONSIDERATIONS
City Council action on this item is not time critical.

FISCAL IMPACT
The total amount of the agreement is $19,882 for the period of April 1, 2012 through October 31, 2012. There is no impact to the General Fund, no City match, and no local job impact associated with the recommended action.
SUGGESTED ACTION
Approve recommendation.
