TITLE
Recommendation to adopt Specifications No. PA-03112 and award a contract to Abhe & Svoboda, Inc., of Prior Lake, MN (not an MBE, WBE or SBE), for bridge painting in the amount not to exceed $181,645, at the discretion of the City Manager.  (District 8)
 
DISCUSSION
City Council approval is requested to enter into a contract with Abhe & Svoboda, Inc., for furnishing and delivering of labor, material and other necessary requirements, for the painting of four bridges in accordance to Invitation to Bid #PA-03112, at the following locations:
 
·      Del Amo Bridge crossing (Atlantic Ave. and Long Beach Blvd.)
·      Atlantic Bridge crossing (Atlantic Ave. just north of Del Amo)
·      Orange Bridge crossing (Orange Ave. just north of Del Amo)
·      Cherry Bridge crossing (Cherry Ave. north of Del Amo)
 
Over the years, these bridges have been continually plagued with graffiti and vandalism. In an effort to reduce these issues, the City, in collaboration with the Port of Long Beach (POLB), has been actively implementing various tools to help reduce these problems. Recently, the Department of Technology Services installed closed circuit television cameras at these locations to provide additional security and monitoring capabilities. This proposed recommendation is the next tool in improving the exterior of the bridges.
 
The bid for bridge painting was advertised in the Press-Telegram on March 22, 2012, and 231 potential bidders specializing in structure painting were notified of the bid via our electronic bid system. Of those bidders, 52 downloaded the bid specifications. A bid announcement was also included in the Purchasing Division's weekly update of Open Bid Opportunities, which is sent to 30 local, minority, and women-owned business groups. Two bids were received on April 5, 2012. Of those two bidders, none were Minority-owned Business Enterprises (MBEs), none were Women-owned Business Enterprises (WBEs), none were certified Small Business Enterprises (SBEs), and none were Long Beach businesses (Local). Abhe & Svoboda, Inc., of Prior Lake, MN (not an MBE, WBE or SBE), was the lowest responsible bidder.
 
Local Business Outreach
 
In an effort to align with our outreach goal, Long Beach businesses were encouraged to submit bids for City contracts. The Purchasing Division also assisted businesses with registering on the Bids Online database to download the bid specifications.  Through outreach, 30 Long Beach vendors were contacted to submit bids, of which three downloaded the bid, however no bids were submitted. The Purchasing Division is committed to continuing to perform outreach to local vendors to expand the bidder pool.
 
This matter was reviewed by Deputy City Attorney Amy R. Webber on June 4, 2012 and Budget and Performance Management Bureau Manager Dennis Strachota on June 6, 2012.
 
TIMING CONSIDERATIONS
City Council action to adopt Specifications No. PA-03112 and award the contract concurrently is requested on June 19, 2012 to ensure that the contract is in place expeditiously.
 
FISCAL IMPACT
The cost of this proposed contract, in an amount not to exceed $181,645, is budgeted in the Harbor Fund. The POLB Commission is scheduled to review and approve the funding on June 18, 2012. Contract execution will be contingent upon the POLB Commission funding approval. There is no local job impact associated with this recommendation.
