TITLE
Recommendation to authorize City Manager to execute all necessary documents with the State of California Department of Health Services to accept funding in the amount of $25,000 to provide Beach Water Quality Monitoring and Public Notification from October 1, 2011 through September 30, 2012. (Citywide)
DISCUSSION
The State mandates all local health jurisdictions to conduct weekly bacterial testing of waters adjacent to public beaches, which have more than 50,000 visitors annually and are near storm drains, during peak use summer months. The City currently receives funding for the Beach Water Quality Monitoring and Public Notification Services Program, through the AB 411 Program, to provide for beach water quality testing, laboratory analysis of water samples, and public notification of water quality during this period.
For the off-season winter months, the City receives federal pass through funding annually through the State of California Department of Public Health, as part of the Beach Act, to provide these services.
The State of California Department of Public Health has awarded the City $25,000 in continuing grant funds to allow the Department of Health and Human Services to perform recreational water testing during these off-season months, thus resulting in year-round recreational water testing in FY 12.
This matter was reviewed by Deputy City Attorney Linda Trang on February 27, 2012 and by Budget Management Officer Victoria Bell on March 1, 2012.
TIMING CONSIDERATIONS
City Council action on this item is not time critical.
FISCAL IMPACT
The total amount of the agreement is $25,000 for the period of October 1, 2011 through September 30, 2012, and is currently appropriated in the Health Fund (SR130) in the Department of Health and Human Services (HE). There is no impact to the General Fund, no City match, and no local job impact associated with this recommendation.
