TITLE
Recommendation to authorize City Manager to execute the First Amendment to the Cooperative Agreement between and among the Gateway Cities Council of Governments (COG), the City of Long Beach (City), and the Port of Long Beach (Port) for the Truck-Impacted Intersection Project located at the intersection of Santa Fe Avenue and Anaheim Street. The Amendment provides an additional $100,000 in grant funds for the project. (District 1)

DISCUSSION
As part of a program to improve goods movement throughout the Gateway Cities Sub Region, the COG initiated the Truck-Impacted Intersection Project. The program was intended to facilitate truck circulation in the Gateway Cities area through a series of infrastructure and operational improvements at major intersections heavily impacted by trucks. The intersection of Santa Fe Avenue and Anaheim Street in the Harbor area was identified by both the City and the COG as one of the truck-impacted intersections that required improvement.

Improvements at the Anaheim/Santa Fe intersection featured reconstruction of the entire intersection, including the approach legs, with the installation of concrete pavement. The original scope of work also included the installation of a traffic signal interconnect and the replacement of pavement striping and markings. Since this roadway is within the Harbor Area, the Port is responsible for the maintenance and repair of this roadway. Construction was completed by the Port in December 2011.

A Cooperative Agreement between the City, the Port, and the COG was approved by City Council on July 7, 2009. That agreement originally estimated the total project cost to be $750,000, and provided for $487,500 (65 percent) in reimbursement funds from the COG to the Port for the design, construction, construction engineering, and inspection, with the remainder of the funding, in the amount of $262,500 (35 percent) being borne by the Port.
