TITLE
Recommendation to authorize City Manager to execute all documents necessary to extend the term of Agreement No. 30085 between the City of Long Beach and Central Parking Systems for parking management services for an additional six (6) month period, on a month-to-month basis. (Districts 1,2,3)
DISCUSSION
On March 30, 2007, the City entered into an agreement with Central for staffing and field management of the City's surface lots and parking garages. This agreement will expire March 31, 2012. A Request for Proposals for parking services was published on January 5, 2012, and proposals from six vendors were received on January 31, 2012. City staff is currently evaluating these proposals and anticipate making a recommendation for a new parking operator contract within the next 60 days. Additional time will then be needed to negotiate an agreement with the recommended vendor and request Council approval for the new contract.
This matter was reviewed by Deputy City Attorney Linda Trang on February 8, 2012 and by Budget Management Officer Victoria Bell and by on February 14, 2012.
TIMING CONSIDERATIONS
City Council action is requested on March 6, 2012 in order to allow the City to have continuous parking, security, and maintenance service for the lots during the RFP process.
FISCAL IMPACT
There is sufficient contract authority and funds budgeted in the General Fund (GP), Civic Center Fund (IS 380), and Rainbow Harbor Area Fund (TF 411) in the Department of Public Works (PW). This recommendation would preserve six full-time local jobs for a six month period.
