DISCUSSION
On September 1, 2009, the City Council authorized the City Manager to execute agreements for as-needed architectural services for a two-year term, with the option to extend the term for up to two additional one-year terms.  The City's former Redevelopment Agency also had previously entered into multiple as-needed architectural service contracts to facilitate the design and construction of projects on a citywide basis.  The recent court case ruling has terminated all RDA contracting authority, and these on-call contracts have or will expire shortly.
 
As the City is proceeding forward with several projects, including capital projects in the Tidelands areas that were recently approved for funding through the use of FY 2011 Measure D oil revenue, authorization is requested to add the following four firms, formerly under contract with the RDA, to the complement of architectural firms available to the City:
 
·      Alchemy/Design & Architecture (Long Beach firm)
·      BOA
·      Environ (Long Beach firm)
·      Studio One Eleven (Long Beach firm)
 
The addition of these four firms will provide a broader range of specialized services over the course of the next two years, at which time a new RFQ will be initiated.
 
This matter was reviewed by Deputy City Attorney Linda Trang on February 6, 2012, and by Budget Management Officer Victoria Bell on January 4, 2012.
 
TIMING CONSIDERATIONS
City Council action is requested on March 6, 2012, in order to ensure timely completion of ongoing and pending major projects, and to allow sufficient time to execute the new contracts.
 
FISCAL IMPACT
No appropriation increase is requested at this time.  Any work not currently budgeted will only proceed at such time that appropriations have been approved by the City Council.  The recommended action will result in a positive impact on jobs.  However, the number of jobs created by this action is not available at this time and will depend on the funds budgeted and the work assigned to each firm over the course of the contract period.
