TITLE
Recommendation to authorize City Manager to execute a right-of-entry permit with East Anaheim Street Business Alliance to allow access to City traffic signal infrastructure for the purpose of installing and maintaining video surveillance equipment.  (District 4)
 
DISCUSSION
The East Anaheim Street Business Alliance (EASBA) plans to install video surveillance equipment to enhance public safety on Anaheim Street between Junipero Avenue and Pacific Coast Highway. The first phase of the camera installation project includes two intersections (Anaheim Street and Temple Avenue and Anaheim Street and Redondo Avenue). To maximize the effectiveness of these cameras, EASBA is requesting the cameras be located on City traffic signal equipment at the identified locations.  The City's Public Works Department has reviewed and approved the EASBA's plans to use  the traffic signal equipment.
 
Live and recorded video from these cameras will be accessible to the Long Beach Police Department via the Internet. The EASBA will be responsible for the installation and ongoing maintenance of the cameras.
 
This matter was reviewed by Deputy City Attorney Gary J. Anderson on January 27, 2012 and by Budget Management Officer Victoria Bell January 27, 2012.
 
TIMING CONSIDERATIONS
City Council action on this matter is requested on February 14, 2012 to enable the prompt execution of the right-of-entry permit.
 
FISCAL IMPACT
There is no fiscal or job impact with the recommended action.
