TITLE
Recommendation to authorize City Manager to execute all documents necessary to enter into a cooperative agreement with the City of Lakewood for the resurfacing of Carson Street adjacent to the Towne Center.  (District 5)
 
DISCUSSION
The City of Lakewood approached City staff about participating in a cooperative project to resurface Carson Street from the 605 Freeway to the San Gabriel River.  This street is located adjacent to the Towne Center and is primarily in the City of Lakewood with a small portion within the City of Long Beach.  The project is estimated at $560,000, with the City of Long Beach's portion estimated at $52,000.  The project has been designed and bid by the City of Lakewood, and construction is expected to begin in late February.
 
This matter was reviewed by Deputy City Attorney Linda Trang and by Budget Management Officer Victoria Bell on January 30, 2012.
 
SUSTAINABILITY
 
The street will be resurfaced with asphalt containing up to 15 percent recycled material, as well as recycled rubber from old tires.  It is estimated that up to 2,485 tires will be recycled through the use of rubberized asphalt in this project.  
 
TIMING CONSIDERATIONS
City Council action is requested on February 14, 2012, to allow the City of Lakewood to begin work in February.
 
FISCAL IMPACT
The City's share of this project is estimated at $52,000.  Sufficient funding for this project is budgeted in the Gas Tax Street Improvement Fund (SR 181) in the Department of Public Works (PW).  Funding is State Gas Tax.  There is no impact to the General Fund.  The project (both Long Beach's and Lakewood's share) will create an estimated thirteen full-time equivalent (FTE) local jobs.
