DISCUSSION
City Council approval is requested to enter into a contract with Moose Boats, Inc., for the purchase of one 44-foot Tactical Emergency Response Vessel (TERV) and one 35-foot critical incident response/patrol boat. The purchase of these vessels will enable the Long Beach Police Department (LBPD) to gain heightened port and maritime emergency response capabilities and security.

An Area Maritime Security Committee analysis conducted in 2008 indicated that enhanced tactical operations and emergency response capabilities are needed in order to enhance the response times related to threats from a variety of levels within the Port of Long Beach (POLB) and the Port of Los Angeles (POLA). The requested purchase of the TERV and critical incident response/patrol boats will help mitigate any response delays. The TERV is larger than other vessels in the fleet and is designed to be a waterborne Command Post Vessel that can also support the mission of the United States Coast Guard and Customs and the Border Protection Agency to secure the POLB and POLA, and help respond to threats in coastal waterways. Both vessels will augment existing resources, increase port security and reduce maintenance cost on the current fleet.
