TITLE
Recommendation to adopt Specifications No. G-285 authorizing City Manager to execute a contract and any amendments thereto with Moalej Builders, Inc., of Sherman Oaks, CA (SBE), for civil improvements at the Long Beach Gas and Oil Department main facility located at 2400 E. Spring Street, Long Beach, CA, in an amount not to exceed $818,020.  (District 5)
 
DISCUSSION
City Council approval is requested to enter into a contract with Moalej Builders, Inc., for furnishing and delivering labor, equipment, and tools required in connection with the civil improvement projects at the Long Beach Gas and Oil (LBGO) Department's main facility. To accommodate the consolidation of various City operations to the LBGO base facility yard, a number of improvements have been occurring over the past year, including demolition and construction of new buildings.  The requested action will establish a contract to perform civil improvements as follows: grade and construct parking areas, create ADA access to the main facility, add a bioswale treatment for storm water runoff, and add landscaping to reduce the heat island effect.  The project will greatly improve site conditions and traffic flow through the yard, which is necessary due to the increased number of staff at the LBGO site.
 
The bid for civil improvements was advertised in the Press-Telegram on October 14, 2011, and 1,281 potential bidders specializing in parking lot restoration were notified of the bid via our electronic bid system.  Of those bidders, 35 downloaded the bid specifications.  A bid announcement was also included in the Purchasing Division's weekly update of Open Bid Opportunities, which is sent to 30 local, minority, and women-owned business groups.  Seven bids were received on October 26, 2011.  Of those seven bidders, one was a Minority-owned Business Enterprise (MBE), none were Women-owned Business Enterprises (WBEs), one was a certified Small Business Enterprise (SBE), and one was a Long Beach business (Local).  Moalej Builders, Inc., of Sherman Oaks, CA (SBE), was the lowest responsible bidder.
 
This matter was reviewed by Deputy City Attorney Richard Anthony on December 5, 2011 and Acting Budget and Performance Management Bureau Manager Shari Metcalfe on December 9, 2011.
 
TIMING CONSIDERATIONS
City Council action is requested on January 17, 2012, in order to begin the necessary work to avoid any further impact to yard operations and parking congestion related to the consolidation of various City operations at the LBGO main facility.
 
FISCAL IMPACT
The total cost of this contract, in an amount not to exceed $818,020, is included in the capital improvement project budget in the Gas Enterprise Fund (EF 301) in the Long Beach Gas and Oil Department (GO).  There is no impact to the General Fund.  There is no local job impact associated with this recommendation.
