DISCUSSION
City Council approval is being requested to enter into an annual contract with Ferguson Enterprises, Inc., and Phillips Steel Company, for the purchase of as-needed fusion-bonded-epoxy (FBE) coated steel pipe used by the Long Beach Gas and Oil Department (LBGO). To ensure prompt delivery of pipe, LBGO is seeking to purchase from two vendors. Each vendor specializes in providing different sizes of FBE coated steel pipe, which is used to address relocation/replacement projects. Staff has estimated that 80 percent of the annual purchase, amounting to about $400,000, will be allocated for Port of Long Beach projects. To reduce overall costs, LBGO, in conjunction with the Purchasing Division, has competitively bid the purchase of the FBE coated steel pipe and contracted separately for the actual installation of the pipe. The award represents the estimated combined annual requirements for the two vendors.

The bid for FBE coated steel pipe was advertised in the Press-Telegram on October 14, 2011, and 187 potential bidders specializing in FBE coated steel pipe were notified via our electronic bid system. Of those bidders, 18 downloaded the bid.
