TITLE

DISCUSSION
City Council approval is being requested to enter into an annual contract with Don Miller & Sons Plumbing Supply, for the purchase of as-needed plumbing supplies, such as, but not limited to, piping, adapters, toilets, couplings, faucets, various fittings and tubing supplies necessary for repairs, replacement and maintenance of various City facilities. The award represents the combined annual requirements as forecasted by various City department users.
 
The bid for plumbing supplies was advertised in the Press-Telegram on August 31, 2011, and 78 potential bidders specializing in plumbing supplies were notified. Of those bidders, 13 downloaded the bid via our electronic bid system. The bid document was made available from the Purchasing Division, located on the seventh floor of City Hall, and the Division's website at www.lonQbeach.Qov/purchasinQ. A bid announcement was also included in the Purchasing Division's weekly update of Open Bid Opportunities, which is sent to 30 local, minority and women's business groups. Three bids were received on September 13, 2011.
Of those three bidders, none were Minority-owned Business Enterprises (MBEs), one was a Women-owned Business Enterprise (WBE), two were certified Small Business Enterprises (SBEs), and one was a Long Beach business (Local). Don Miller & Sons Plumbing Supply, of Signal Hill, CA (a WBE and SBE), was the lowest responsible bidder.
 
Local Business Outreach
 
In an effort to align with our outreach goal, we solicited Long Beach businesses to take advantage of local preferences offered by the City and by encouraging them to submit bids for City contracts. We also assisted businesses with registering on our Bids Online database to download the bid specifications. Through outreach, 15 Long Beach vendors were contacted to submit bid; of which three downloaded the bid, and two submitted a bid. Due to the dollar amount exceeding $100,000, the City of Long Beach local preference cannot be applied. The Purchasing Division is committed to continuing to perform outreach to local vendors to expand the bidder pool.
 
This matter was reviewed by Deputy City Attorney Amy R. Webber on November 8, 2011 and Budget Management Officer Victoria Bell on November 16, 2011.
 
TIMING CONSIDERATIONS
City Council action to adopt Specifications No. PA-00112 and award a contract is requested on December 6, 2011 to ensure that the contract is in place expeditiously.
 
FISCAL IMPACT
The cost of this contract, in the estimated annual amount not to exceed $620,000, is budgeted in various departments and funds. The award of this contract will provide continued support to our local economy by assisting in the preservation of six full-time employees residing in Long Beach with employment.
