TITLE
Recommendation to authorize City Manager to execute all documents necessary to enter into a cooperative agreement with Southern California Edison (SCE) to conduct a Light Emitting Diode (LED) street light demonstration project utilizing City-owned street lights.

DISCUSSION
SCE approached City staff to initiate a pilot program to test LED street light technology. The program would consist of replacing 100 existing high pressure sodium street light fixtures with equivalent LED fixtures. Four areas of 25 fixtures have been selected for this pilot program based on fixture type and associated circuitry as shown on the attached maps. SCE will be including an outreach effort to explain to the residents that this is a pilot program to test out this technology, and that SCE and the City will be seeking their feedback on the new street lights. If the residents like the lights, SCE will allow the City to retain them at no cost. If the residents do not like them, SCE will have them removed at their cost and replaced with the original fixtures.
This program is intended to determine the viability of LED street light technology in a real world environment, the potential energy savings, and to solicit public feedback on the unique illumination provided by LED street light fixtures. All costs for this pilot program will be funded and paid for directly by SCE. SCE intends to hire the City’s current street light contractor, WS Light & Power, Inc., assignee of City Light and Power, Inc., to perform the LED installation work.

SUSTAINABILITY
LED street lights have twice the life span and use half the power than a more traditional high pressure sodium street light fixture. Therefore, both significant energy and monetary savings are anticipated.
