TITLE
Recommendation to authorize City Manager to execute an Assignment Consent Agreement for Facility/Pipeline Permit No. P-196-97 from Jentra, LLC, dba, Toyota of Long Beach to H. T. L. Automotive, Inc., in accordance with Section 15.44.220 of the Long Beach Municipal Code.  (District 4)
 
DISCUSSION
Jentra, LLC, dba, Toyota of Long Beach (Toyota), is requesting consent to assign its interest in Facility/Pipeline Permit No. P-196-97 to H. T. L. Automotive, Inc. (HTL).  The permit involves an existing 3-inch conduit that crosses Outer Traffic Circle Drive at a point south of Atherton Street.  The conduit provides proprietary communications to Toyota offices on both sides of Outer Traffic Circle Drive.  The location of the conduit is shown on the attached vicinity map.
 
Since this is only a transfer of ownership with no use modifications, there will be no street excavations required for this action.  Long Beach Municipal Code Section 15.44.220, Permit-Transfer, requires the assignee, HTL to provide the City an insurance policy and a performance bond for the permit.  Their insurance and bonding will be processed following City Council's approval of the consent for assignment.

TIMING CONSIDERATIONS
City Council action on this matter is not time critical.
 
FISCAL IMPACT
If the Assignment Consent Agreement is approved, an annual pipeline fee of approximately $64 will be deposited to the General Fund (GP) in the Department of Public Works (PW).  There will be no impact to local jobs.
