TITLE
Recommendation to authorize City Manager to execute a contract and all necessary amendments, including term extensions, with the State of California, Department of Boating and Waterways, to receive and expend the 2012 Boating Safety and Enforcement Equipment Grant for the purchase of equipment; and increase appropriations in the Marina Fund (TF 403) in the Fire Department (FD) by $80,000. (Districts 2,3)

DISCUSSION
The State of California, Department of Boating and Waterways (DBAW) Boating Safety and Enforcement Equipment Grant Program provides resources to purchase equipment for boating safety programs. The grant requires that all equipment purchased is for the sole use of the boating safety unit, in this case, the Long Beach Fire Department’s Marine Safety Division. The City of Long Beach has been awarded grants from the DBAW in 1999, 2000, 2003, 2005, 2010 and 2011 totaling $351,000. These funds have been used for a variety of items including dive equipment and replacement engines for rescue boats. The current grant award of $80,000 will allow the purchase of electronic navigation equipment for the Marine Safety Division’s six Fire/Rescue Boats. The current electronic navigation equipment, (chart plotter, radar, and depth sounder), used onboard the boats is outdated and obsolete. The grant allows the purchase of new state-of-the-art navigation equipment and will enable the Department to meet the needs of present day on-the-water emergencies.

This matter was reviewed by Deputy City Attorney Gary J. Anderson on November 10, 2011 and Budget Officer Victoria Bell on November 14, 2011.

TIMING CONSIDERATIONS
City Council action on this matter is requested on December 6, 2011, to ensure the City can promptly begin to expend these grant funds.

FISCAL IMPACT
