DISCUSSION
?The Workforce Investment Network (Network) administers the Workforce Investment Act and other federal, state, and local employment and training funds received by the City. Those funds support job training programs and business services delivered by the Career Transition Center, the Youth Opportunity Center, Center for Working Families, Harbor WorkSource Center, and selected community-based organizations to assist local residents in acquiring skills that lead to employment in demand occupations by local employers.

The Network procured Geographic Solutions' web-based Virtual One-Stop (VaS) application through a Request for Proposals process in 2002 (and subsequently, in 2006) to serve as its integrated data collection, customer tracking and job matching system. The vas application allows for automated customer registration, vocational assessment, electronic case management, and required weekly data uploads to the State of California. It also provides job seekers with online job matching capacity that pulls job openings from all major job boards around the country, eliminating the need for residents to browse jobs of multiple entities.

Staff re-negotiated contract line items with the vendor, reducing total expenditures from 2008 by $14,000. Based on data management requirements and modules utilized by the Workforce Investment Network, quarterly costs for operation of the system will be $26,000 or $104,000 for the year.

TIMING CONSIDERATIONS
City Council action is requested on March 3, 2009 to facilitate processing of required documents.
