TITLE
Recommendation to authorize City Manager to apply for, and execute, all documents and amendments necessary to accept, implement, and administer the 2009/2010 California Department of Conservation City/County Payment Program block grant. (Citywide)

DISCUSSION
The California Department of Conservation (DOC) provides block grants to local jurisdictions to promote the collection and recycling of beverage containers and litter abatement. The City utilizes these grant funds to promote recycling through litter clean up activities, beverage container collection programs, various advertising in media outlets such as newspaper advertisements and brochures, municipal band sponsorships, refuse truck signs and unique promotional items for Citywide events.

The DOC allocates funds to each jurisdiction annually. The grant amount is calculated on a per capita basis. The grant period runs from July 1, 2009, through June 30, 2010.
The DOC does not require a resolution of the City Council authorizing the grant application.

SUSTAINABILITY

The City of Long Beach reported a 69 percent waste diversion rate for calendar year 2006. These funds will allow us to continue efforts to keep the City of Long Beach litter free.

TIMING CONSIDERATIONS
City Council action on this matter is requested on May 19, 2009, in order to submit the grant application to the DOC before the June 30, 2009, deadline.

FISCAL IMPACT
The City of Long Beach will receive approximately $129,000 to continue to fund beverage container recycling and litter abatement activities. This amount is currently appropriated and will be deposited in the Refuse and Recycling Fund (EF 330) in the Department of Public Works (PW). Matching funds are not required.
