TITLE
Recommendation to authorize City Manager to execute a Third Amendment to Agreement No. 32024 with RJM Design Group, Inc., for architectural design services, increasing the contract amount by $450,000, for a revised total of $1,200,000. (District 3)

DISCUSSION
On February 12, 2013, the City Council directed the City Manager to proceed with the entitlement phase of the Long-Term Belmont Pool Revitalization Project and to construct a temporary outdoor 50-meter pool on the parking lot of the existing facility. Due to their extensive experience in designing pools throughout California, and in order to expedite the installation of the temporary pool, RJM Design Group (RJM), an active architectural firm currently under contract with the City, will be utilized to prepare the necessary construction documents (plans, specifications, and construction cost estimates), and to provide architectural and engineering support services during construction of the temporary pool. In order to proceed, a contract amendment is needed to increase the contract authority for RJM by $450,000.

In addition to proceeding with the temporary pool, City staff is also working on the Long-term Belmont Pool Revitalization Project, as directed by the City Council. A Focused Environmental Impact Report is currently being prepared, pursuant to the California Environmental Quality Act. A Request for Proposals (RFP) for Architectural and Engineering design services is also being prepared, to hire a design team that could begin developing the new facility concepts. The RFP is anticipated to be released in June 2013.

This matter was reviewed by Deputy City Attorney Linda Vu on April 25, 2013 and by Budget Management Officer Victoria Bell on April 30, 2013.

TIMING CONSIDERATIONS
City Council action on this matter is requested on May 14, 2013, in order to complete the installation of the temporary pool by November 2013, which is an expedited schedule.
