TITLE
Recommendation to adopt Plans and Specifications No. R-6811 for the Mothers Beach restrooms; and award the contract to, and authorize City Manager to execute the contract with Spec Construction Company, Inc., in an estimated amount of $766,700, and any amendments thereto. (District 3)
DISCUSSION
The men’s and women’s restrooms are part of the existing lifeguard station at Mothers Beach and are in need of refurbishment to improve security and utility in this popular destination for family groups at which a new playground was recently completed.
The work at Mothers Beach will consist of: conversion of the existing men’s and women’s restrooms to 10 individual stalls; expansion of the storage areas as a result of the building additions; and, addition of concrete paving, to provide access to the new facilities. The new restrooms are designed to be fully accessible in accordance with the American Disabilities Act. A vicinity map is attached.
City Council’s adoption of the plans and specifications and award of the contract to the lowest responsible bidder are being recommended concurrently in order to expedite implementation of this project. The project was advertised for bids on July 2, 2010, and bids were opened on July 30, 2010. In addition to placing an advertisement for bids in the Long Beach Press Telegram, bid documents were made available through the City’s weblink at, http://www.PlanetBids.com
in a continuing effort to increase participation of local businesses, Minority Business Enterprises (MBEs), Women Owned Business Enterprises (WBEs), and Disadvantaged Business Enterprises (DBEs). Bid documents were also sent to several trade publications and plan rooms catering to these groups within the construction industry.
