Recommendation to authorize City Manager, or designee, to execute all documents necessary to provide a response to Los Angeles County Metropolitan Transportation Authority Request for Proposals Solicitation No. PS24750 for Transit Law Enforcement Services; and obtain authority for the Long Beach Police Department to submit a responsive proposal to furnish labor, materials, and other related items for the performance of a contract. DISCUSSION
City Council approval is requested for the Long Beach Police Department (LBPD) to submit a proposal to provide transit law enforcement services to the Los Angeles County Metropolitan Transportation Authority (LA Metro). In February 2016, LA Metro established a contracting opportunity for local law enforcement agencies to provide transit law enforcement services to support bus and rail operations for the entirety of the LA Metro transit system, or for segments of the LA Metro transit system. LA Metro has requested that local law enforcement agencies prepare and submit a comprehensive proposal to provide such services.
The LA Metro transit system is not currently serviced by LBPD. This contract opportunity will potentially allow LBPD to provide police services on the portion of the LA Metro transit system that runs through the City, which will positively impact public safety efforts. LBPD will model an RFP response presenting staffing and deployment models based upon its knowledge of the region and crime patterns.
LA Metro will evaluate proposals based upon the requirements, responsibilities and evaluation criteria set forth in the RFP document, which includes agency qualification and capabilities, experience of key personnel, management plan and approach, homeland security and emergency preparedness, and cost proposal. LA Metro may award the contract to a single agency, a partnership between agencies, or enter in a MOU with an agency located within a specific municipal jurisdiction.
