Recommendation to authorize City Manager to execute all necessary documents, and any subsequent amendments, with Empire Enterprises, Inc., to provide transportation services for human and social services programs in the Department of Health and Human Services in an amount not to exceed $110,000 for a one-year period, with the option to renew for two additional one-year periods, at the discretion of the City Manager. DISCUSSION
The City of Long Beach Department of Health and Human Services (Health Department) is required to provide transportation for specified clients seeking services at the Center for Families and Youth and the Multi-Service Center. Transportation is a required element of the grants used to fund these services. Transportation is also important for program success as it ensures linkage of clients to services.
On June 3, 2005, the Health Department issued a Request for Proposals (RFP) to identify a transportation vendor with the qualifications to provide quality services for the special populations being served by the above programs. Four vendors responded to the RFP and all four were certified Small Business Enterprises (SBE's) and one was a local business. Following an evaluation process of their procedures, staff training, dispatch operations, etc., showing professional and experienced services, Empire Enterprises, Inc., was selected and a purchase order was established to provide transportation services.
Empire Enterprises, Inc., has experience providing transportation services to special needs population. Current demands on this agreement require the City to modify the existing purchase order to a formal agreement. Therefore, staff is requesting authorization to contract with Empire Enterprises, Inc., to provide transportation services for the above-mentioned programs.
