TITLE
Recommendation to adopt resolution amending Chapter 4, Section D, of the Housing Authority Administrative Plan entitled "Initial Determination of Ranking Preference Qualification," relative to adding a preference for targeted funding for non-elderly disabled applicants. (Citywide)

DISCUSSION
The attached resolution modifies the language in the Housing Authority of the City of Long Beach (HACLB) Administrative Plan to allow a preference for admission to the Section 8 Housing Choice Voucher Program for non-elderly disabled (NED) participants. The HACLB has an allocation of 200 special-purpose Housing Choice Vouchers (HCV) to be used exclusively for NED applicants. To qualify, these applicants must be under the age of 62 and be disabled. These vouchers must be used by eligible families only. Once the family is no longer eligible, they must be replaced with another NED family. Therefore, the inclusion of these applicants under our Special Admissions provisions will allow this targeted funding to assist the specific category of applicants as intended by the grantor, the Department of Housing and Urban Development (HUD).

These proposed adjustments comply with regulatory requirements and will expand our Special Admissions targeted funding programs to include 200 participants in the NED program.

At this time, staff is requesting authorization to make additions to Chapter 4, Section D of the Housing Authority of the City of Long Beach Administrative Plan as shown on the attached resolution.

This matter was reviewed by Deputy City Attorney Linda Trang and by Budget Management Officer Victoria Bell on November 19, 2012.

TIMING CONSIDERATIONS
Housing Authority Commission action is requested on December 11, 2012 in order to allow staff to implement this program.

FISCAL IMPACT
There is no fiscal impact or job impact associated with this proposed action.
