DISCUSSION
Since the 1960’s, the Long Beach Police Officer’s Association (POA) has been improving, managing and maintaining the Long Beach Police Academy, Pistol Range and Gemmrig Park (Site). Additionally, the POA pays for all utilities at the Site, funded in part through fees from the public who desire to use the facilities.

The sanitary sewer system serving the Site is an outdated and significantly aged septic tank, which requires increasingly frequent pumping services to keep the tank from overflowing. These costs have exceeded $4,000 in FY 12 and are expected to continue to increase each year.

On October 4, 2011, the City Council allocated $100,000 in one-time Uplands Oil funds to fund the connection of the Site to the public sewer system. While the scope has been refined and the bid has been reduced, the revised total project cost is estimated to be $125,000, due to the need for a lift station. To address this need, the Chief of Police has authorized the use of $25,000 from Asset Forfeiture proceeds to fully fund the project budget in the Public Works Department.

The Department of Public Works is prepared to start this project immediately upon securing the additional funding. The project duration is approximately 60 calendar days.

This matter was reviewed by Deputy City Attorney Gary Anderson on August 23, 2012, and Budget Officer Victoria Bell on August 24, 2012.

TIMING CONSIDERATIONS
City Council action is requested on September 11, 2012 to enable timely transfer of these funds to the project before the end of FY 2012.
