DISCUSSION

Long Beach Gas and Oil Department (LBGO) monitors surface elevations for oil field-related subsidence control through the semi-annual Mobile Global Positioning System (GPS) survey of 240 benchmarks and the continuous GPS Real-Time Network (RTN).

The RTN consists of 12 permanent, City-owned GPS base stations located throughout the City. Network software continuously calculates base station positions and monitors the network for elevation changes. The RTN has been in place since 2002.

LBGO conducted a technical evaluation of the RTN hardware and software to determine the network status. The evaluation determined that the RTN software is in need of replacement;
the current software cannot be upgraded. New network software will incorporate the latest technological advances for more accurate base station position solutions. RTN software replacement is the most cost-effective option for maintaining a state-of-the-art RTN.

A Request for Proposal (RFP) was sent to interested companies and posted on the City's internet site. Five hundred thirty-seven registered bidders were notified that the City was seeking proposals; 92 are Woman-owned Business Enterprises (WBEs), 110 are Minorityowned Business Enterprises (MBEs), 66 are Small Business Enterprises (SBEs) and 39 are Long Beach businesses.
