TITLE
Recommendation to approve a one-time waiver for the restriction of alcohol at the El Dorado Nature Center for a Partners of Parks-sponsored event commemorating the 40th Anniversary of the Center on September 26, 2009.

DISCUSSION
On September 26, 2009, Partners of Parks, in cooperation with the Department of Parks, Recreation and Marine, will be hosting a gala event commemorating the 40th Anniversary of the El Dorado Nature Center.  In addition to highlighting the Nature Center and its enormous contributions to the City's recreational and educational opportunities, the event will help attract potential corporate and private donors.

The event's organizers are requesting a temporary alcohol permit for the Nature Center event.  The temporary permit would be utilized for a no-host bar, for which the identification and age of guests will be checked, and wristbands will be issued.  The area of the event will be restricted in order to ensure further safety.

The City currently has policies that prohibit the use of alcohol to only certain facilities, like Blair Field, the Rancho, etc.  This policy does not allow the use of alcohol at our parks or for special events.

In order to facilitate a successful event and assist with outreach for the El Dorado Nature Center, the Council should approve a one-time waiver of the City's current alcohol restrictions in our parks.

SUGGESTED ACTION
Approve recommendation.

Respectfully Submitted,

Councilmember Patrick O'Donnell, Fourth District
Councilmember Gerrie Schipske, Fifth District
