TITLE
Recommendation to adopt Plans and Specifications No. R-6885 for the Rehabilitation of Pacific Avenue between 7th Street and Anaheim Street, award the project to and authorize City Manager to execute all documents necessary to enter into a contract with Sequel Contractors, Inc., and any necessary amendments thereto relative to the scope of work, in an estimated amount of $835,401 with a 15 percent contingency in the amount of $125,310 if necessary and if funds are available, for a total of $960,711. DISCUSSION
The street infrastructure on Pacific Avenue, between 7th Street and Anaheim Street, is in need of rehabilitation. The rehabilitation work consists of replacing damaged curbs and gutters, driveways, alley entrances and sidewalks; trimming and root shaving trees; reconstructing areas of deteriorated pavement; cold milling and resurfacing the pavement; and installing pavement markers, markings, traffic striping, signing and curb paint. The project was advertised for bids October 9, 2012 and bids were opened November 20, 2012. In addition to placing an advertisement for bids in the Long Beach Press Telegram, bid documents were made available through the City’s weblink to http://www.longbeach.gov/purchasing/default.asp in a continuing effort to increase participation of local business, Minority Business Enterprises (MBEs), Women-Owned Business Enterprises (WBEs), and Disadvantaged Business Enterprises (DBEs). Bid documents were also sent to several trade publications and plan rooms catering to these groups within the construction industry.
For this bid, 980 firms registered on the website were notified via automatic email notice, including 117 located in Long Beach. Fifty-one sets of bid documents were purchased or downloaded by prospective bidders and ten bids were received. Of the bidding firms, one is local, one is a WBE, and none are DBEs or MBEs.
