TITLE

8 a.m. to 6 p.m. at a rate of $.50 per hour. (District 3)

DISCUSSION
This action sets parking meter hours and rates in parking meter zone 27 on Palo Verde Avenue between Atherton Street and Anaheim Road. Presently, there are no meters within this zone, which accommodates approximately 150 parked cars. Preferential parking zones have been established in the surrounding residential neighborhoods to discourage student parking, and sufficient parking is available on campus.

In 2006, California State University Long Beach constructed a new parking structure to encourage students to park on campus and to reduce parking congestion. A total of 13,500 parking spaces are currently available on campus. Student parking fees are currently $98 annually or $3.25 per day.

It is proposed that parking meter rates on Palo Verde Avenue be imposed at the standard $.50 per hour, allowing for up to 4 hours parking for a maximum fee of $2. This would allow time for students to attend one class. Students staying more than four hours could park on campus for $3.25 per day.

This matter was reviewed by Deputy City Attorney Lori A. Conway on April 30, 2007, and Budget Management Officer Victoria Bell on May 1,2007.

TIMING CONSIDERATIONS
City Council action on this matter is requested on May 15, 2007, in order to activate parking meter zone 27.

FISCAL IMPACT
General fund revenue resulting from installation of these parking meters is estimated at $300,000 annually.
