TITLE
Recommendation to authorize City Manager, or designee, to execute a Second Amendment to Contract No. 33938 with HDR Engineering, Inc., of Long Beach, CA, for engineering and architectural design services for the Shoemaker Bridge Replacement Project, to increase the contract amount by $1,751,450, for a revised total amount not to exceed $6,451,450. (Districts 1,2)
DISCUSSION
The existing Shoemaker Bridge was built in 1954 and has structural and operational deficiencies. The Shoemaker Bridge Replacement Project (Project) replaces the existing bridge to improve safety while ensuring compatibility with the proposed Interstate 710 (I-710) Widening Project.
In 2012, the Los Angeles County Metropolitan Transportation Authority (Metro) approved programming of $5,500,000 of Measure R Early Action Program funds for the design of the Project. On June 9, 2015, the City Council authorized a contract, for engineering and architectural design services for the Project in the amount of $4,700,000, for a period of three years, with the option to extend the contract for two additional one-year periods. On December 10, 2015, the contract was amended to decrease the contract amount by $739,654 due to a modified scope of work, for a total amount not to exceed $3,960,346.
On April 26, 2018, the Metro Board of Directors approved an additional $5,500,000 in funding, for a total project budget of $11,000,000 for the Project design. The Project is currently in its 30 percent design phase. Planning and design phases are estimated between $25 to $35 million while construction is estimated between $250 to $350 million. Circulation of the Draft Environmental Impact Report (DEIR) is tentatively scheduled for Winter 2018, with approval of the Environmental Impact Report (EIR) anticipated in Spring 2019.
