TITLE
Recommendation to authorize City Manager, or designee, to execute an agreement and any subsequent amendments between the State of California Department of Health Care Services and the City of Long Beach, in a total amount not to exceed $789,156 to provide HIV/AIDS Surveillance for the period of July 1, 2013 through June 30, 2016. (Citywide)
DISCUSSION
As a local health jurisdiction, the City of Long Beach Department of Health and Human Services (Health Department) continues to be significantly impacted by HIV/AIDS. In response, the Health Department receives HIV/AIDS funding from the State of California Department of Health Care Services to enhance active and passive HIV/AIDS case surveillance, improve the timeliness, accuracy, and reliability of local HIV/AIDS case data, and investigate reported HIV/AIDS cases in order to establish an accurate mode of HIV transmission. The Surveillance Program yields epidemiological data useful for policy and program development. This data is particularly effective when appropriately analyzed and interpreted, combined with other relevant data, and widely disseminated. Local and State planning work groups rely on and utilize the data for needed assessments and plans of action. The State uses this data to assess prevention needs and to develop a statewide HIV prevention plan. Also, AIDS case data serves as the basis for allocating federal funds to California under Title II of the Comprehensive AIDS Resources Emergency (CARE) Act and for the State’s allocation of these funds to local consortia. This funding will enhance our ability to track and compile HIV/AIDS case data.
