TITLE
Recommendation to authorize City Manager to execute an amended MOU between the City of Long Beach and the California State Association of Counties Excess Insurance Authority (CSAC-EIA) to join the Joint Power Authority (JPA) for excess workers' compensation insurance placement.
 
DISCUSSION
On June 20, 2006, the City Council authorized the City Manager to execute an MOU between the City of Long Beach and CSAC-EIA (see attached Council letter) for membership in the Excess Insurance Authority. Subsequent to that action, the CSAC Board of Directors reviewed their standard MOU provisions and is now requesting amendments to clarify some language. The recommended changes in the current MOU are minor and of a "clean up" nature (e.g., changing "county" to "member") with no substantive effect on the overall language in the MOU between the City and CSAC-EIA. The MOU with CSAC-EIA is necessary for the City to purchase Excess Workers' Compensation Insurance through the Excess Insurance Authority.
 
This matter was reviewed by Deputy City Attorney Lori Conway and Budget and Performance Management Bureau Manager David Wodynski on March 13, 2007.
 
TIMING CONSIDERATIONS
City Council action is requested on April 17, 2007, to allow CSAC proper time to process the amendments prior to marketing the City's Excess Workers' Compensation Insurance.
 
FISCAL IMPACT
There is no additional cost to enter into the MOU with the CSAC-EIA.
