DISCUSSION
The Long Beach Fire Department (LBFD) currently has a purchase order with Allstar Fire Equipment (Allstar) to furnish and deliver Scott Health & Safety (Scott) Self Contained Breathing Apparatus (SCBA) and related equipment and service to the LBFD. An SCBA is a device worn by first responders, firefighters, industrial workers and others to provide breathable air in environments that are Immediately Dangerous to Life and Health (IDLH). Allstar is the distributor of SCBAs manufactured by Scott.

This contract with Scott will authorize the LBFD to function as an In-House Repair Center (IRC), which allows designated and trained Departmental staff to service and perform certified overhaul level inspections and specified repairs to the SCBAs. While the purchase order with Allstar for the purchase of SCBAs provides a warranty on the devices, functioning as an IRC will allow the LBFD to assign qualified staff to perform non-warranty repairs and required annual testing and certification of the SCBAs. Operating as an IRC also reduces the cost of repairs and certification, as well as the amount of time that the equipment is out of service. The LBFD currently has the software, equipment and qualified personnel to service and perform inspections and repairs in-house.

TIMING CONSIDERATIONS
City Council approval is requested on July 5, 2016, to ensure the timely processing of this contract.
