DISCUSSION
A request was received from Long Beach Transit to install a new bus stop on the south side of Golden Shore immediately north of the Catalina Landing parking structure in order to enhance access to the Passport "An and "D" routes for patrons destined for Catalina Landing. The designation of this new bus stop will require the installation of disabled ramps on the north and south sides of Golden Shore in order for the bus stop to be in compliance with the Americans with Disabilities Act (ADA). The disabled ramps, in turn, will require the installation of a marked crosswalk across Golden Shore at this location, linking the two disabled ramps as required by ADA regulations.

Section 21106A of the California Vehicle Code permits local authorities to establish crosswalks between intersections by ordinance or resolution. As a matter of practice, the City has enumerated mid-block crosswalks, such as the proposed crosswalk on Golden Shore, in the Municipal Code by ordinance for immunity purposes and as a record of their existence.

This letter was reviewed by Deputy City Attorney Lisa Pes kay Malmsten on April 7, 2004 and Budget Manager Michael Killebrew on April 12, 2004.

TIMING CONSIDERATIONS
City Council action on this matter is not time critical.

FISCAL IMPACT
The cost of materials and installation of the crosswalk and supplementary warning devices is estimated at $1,500. Sufficient funds are budgeted in Capital Improvement Project No. 4230 in the Transportation Fund (SR 182) in the Department of Public Works (PW), utilizing Proposition A funds to support this activity.

IT IS RECOMMENDED THAT THE CITY COUNCIL:

Adopt the Resolution authorizing a fee of $24 per foot, per month to moor a vessel at the east side of the Pine Avenue Pier in Rainbow Harbor.
