DISCUSSION
Industrial Zinc Plating Company was a City utility customer from December 28, 1993 until January 5, 2005, when their services were terminated. Since 2002, a total of $25,580 in deposits was
collected from the customer due to the customer's bill payment history. When this customer's services were terminated on January 5, 2005, an outstanding balance of $5,568.74 had accrued from several utility accounts. In addition, $2,742.27 was unpaid for utility users tax for electric services, and a 2004 business license fee in the amount of $737.74 was past due reducing the deposit to be refunded to $16,531.25. City of Long Beach Municipal Code Section 3.48.040 (C), requires that a refund exceeding $5,000 be approved by the City Attorney and the City Council.
This matter was reviewed by Assistant City Attorney Michael Mais on March 30, 2005 and Budget Management Officer David Wodynski on March 29, 2005.
